THE NEW DAWN, ELITE LOOTERS, SAME OLD SAME OLD, SAYS ACDP.
The ACDP would like to remind South Africans that the current administration, under the ruling party led by President Ramaphosa, promised us, not so long ago, that we would be ushered into a new dawn. Following the release of the unemployment statistics for the 2nd quarter of 2021 this week, we have witnessed South Africa comfortably claiming, yet again, its title of having the highest unemployment rate in the world. Additionally, our country has reached an all time new record, with an unemployment rate of some 34.4%. Meaning that, the number of unemployed people in our country now stands at 7.8 million, on the narrow definition of unemployment. On the expanded definition, the number sits at over 10 million. This clearly shows that till this very day, not much has changed in how our country is run, despite promises of change.
Moreover, the ACDP believes that the 2 weeks of looting which took place beginning of last month is just a share contributor to our unemployment status. The real problem however is the “elite looters” from the ruling party. These are the people who continue to drain our economy through corruption, mismanagement of funds, as well as many other incompetencies that have now become part of their identity and culture. As seen this week, municipalities are in shambles.
The ACDP notes that Party-political battles are still the order of the day within the ruling party. A typical example being the Job Mogkoro-Bushy Maape dilemma, a master class example of a political drag race to power and elite looting. The unfortunate part of this, sadly, is that the people of our country are continuously left to suffer as they are ushered into the pits of poverty.
It is from these clear observations that we conclude that the so called “New Dawn” was nothing but a mirage, an election campaign stunt to secure the office of President. The “New Dawn” was nothing but a dream, as reality shows us the same old, same old, only this time with a new face in leadership.
As we approach local government elections, the ACDP calls on the electorate not to be fooled, but to choose able, competent, honest men and women as their representatives. The ACDP has such candidates and continues to work towards uniting, building and growing our economy, citizens and country.

As the ACDP, our thoughts and prayers go to the nation of Haiti. Following the devastating 7.2 magnitude earthquake which struck the country, the number of deaths climbs to over 2000.
The nation was dealt a double-whammy as just last month, the President of Haiti was assassinated.

Dear PEC,
I write this email to give a summary of my meeting with Joanne Hathril and to ask for help in making a change to a community and gaining a new ally for the election and for the ACDP.
My meeting was very broad and covered many different topics but all the while coming back to starting a new branch in the North of Durban, however it was clear that Joanne is not ready or prepared to start this. However, she is completely happy to be attending some meetings of a branch and would like to be able to invite people to join and go to these meeting to learn more about the ACDP. She was also very interested in why pastors in our area do not speak to their churches about the ACDP. Joanne is trying to understand how Christians can vote for DA when they know that they are supporting murder (abortion).
I have indicated to her that I am prepared to start a branch but need to find a good team to start and sustain the branch going forward over not just for this election period but going into the next election and forward from there as a sustainable branch.
Joanne raised a major issue in her area about several cellphone masts which are going up and that she and her local community have been fighting against a few neighbors putting them up because they have vast amounts of evidence showing the health issues that the cause. Joanne however is now at a point where their group (named DAATA) are fighting the council in court and in council to stop these masts going up. However they do not have any government support or help regarding this.
I mentioned that I would find out if Wayne would be able to raise this in the council and see if we could not maybe help her and push this forward to getting a result in their favour. They certainly have enough evidences. she was over joyed as she mentioned that many of the members were asking what government was doing about this and how their group are going to tackle the government issue.
She has amassed a good sized following and supports as a result. She suggested that we have a meeting with all members around this topic and bring Wayne in to talk about the governments role in this area to the group, with a view to telling people that the ACDP is working and helping our community.
I am thinking this would create an opportunity for us to possibly open a branch. However Joanne may not want to sit on a committee position which still leaves the branch a bit open.
As a result I suggested that we could make a meeting of the ACDP at a local coffee shop to discuss issues in our area and how the ACDP are tackling them to raise awareness and educate the people about what the ACDP are. Our hope is that this will become the next ACDP branch.
A suggestion to reach the pastors in our area was to get a meeting with the Durban North Pastors fraternal to get Wayne to Rev Kenneth in to this meeting to speak to them about the importance of teaching the church how to vote according to the Word. This would hopefully lead to church engagements and a change in hearts to a new perspective on speaking to the church about voting.
- Joanne will send me the legal details and reference numbers pertaining to the Cell Phone Mast issue, which I would then like to ask Wayne to look into to see if you are able to get more movement or momentum in the right direction.
- I would then also like to arrange a talk with the group from DAATA around what the ACDP can do and maybe a couple of hot topics as well
- I would also like to arrange for Wayne or Nel to come and talk to us about the ACDP in general and in relation to the DA at a informal meeting with a group of people that we invite.

Mr. Speaker, the ACDP wishes to place on record it’s thanks to City Treasurer, Mr. Krish Kumar and all officials who worked tirelessly to put this budget together.
The ACDP further notes the strides made in our city to boost economic development via the infrastructural development projects of the Mt. Edgecomb interchange, the Dube tradeport aerotropolis and the Cornubia Project, to mention a few.
A capital budget of R6.1 billion and operating budget of R33.1 billion requires the implementation of good governance to ensure that service delivery reaches those most in need of it.
This is under threat as we have a shrinking rates base, a growing population, and unemployment at 25-40%.
The National Minister of Human Settlements, Hon. Lindiwe Sisulu, agreed with me in saying that free housing is unsustainable and the ACDP submits a “sweat equity” policy which requires one to work for their home and help others build theirs, in the spirit of Ubuntu, and not entitlement.
The ACDP believes in given credit where it is due and commends the city in obtaining, in the previous financial year, an unqualified audit with matters of emphasis.
However, Mr. Speaker, we have have Non Revenue Water levels moving closer to 40% and costing ratepayers over R600 million. In addition, we have electricity loss, unfunded mandates in the area of Libraries, Health, Museums and Housing totaling R948 million, not to mention the R1.06 billion overspend in the Housing department and the R1.1 billion required for the IRPTN.
In addition to the above, irregular expenditure and non compliance to the MFMA and the SCM Act, will place a strain on our cash flow, and hamper economic growth in the city, going forward.
In noting our concerns, and the progress made in reducing fraud and irregular expenditure, the ACDP supports this budget.

1. I have mentioned on numerous occasions that the size of print in the presentations given to us must be increased. It is said that if you want to hide something from someone, put in in small print.
2. Are there any only other units, like the ICT unit, that should be here presenting? If not here, why?
3. The Durban Film Office has been allocated R5.08m on p7 and p10 shows an allocation of R3.6m. Why is there this discrepancy?
4. We should not be seen to blame financial institutions for the failure of SMME projects. If the banks turn away entrepreneurs after doing credit checks, the banks should not be blamed. Entrepreneurs must be taught resilience and given other financial training and advice to get their projects off the ground.
5. The business linkages we have are commendable, but what we need are education linkages, linking education, business and local government, so that we can keep our young people and their skills in the city. Is this a part of the ECOD plan.
6. Urban Renewal Projects has a depreciation cost of R36m, Economic Dev and Investments Promotion, R38.6m and Moses Mabhida, R114.2m. Understanding that this is an accounting requirement, What are the specific depreciation items earmarked in these units?
7. In most of the units top 10 expenses, executive packages are mentioned. What are these packages? Are they performance related? Unpack the executive package process.
