Start with Yourself. When Aaron came to offer the atoning sacrifice for the nation of Israel, he first had to atone for himself.

Lev. 16:6, "Aaron shall offer the bull as a sin offering, which is for himself, and make atonement for himself and for his house." There are two things which stand out for me:
1. When approaching God, in the most Holy place, Aaron had to dispense of his elaborate garments and out on the simple linen garments. He had to approach God with simplicity and humility.
2. He had to make atonement for himself first, then his family, and finally for the rest of Israel.

It has been said that he who wishes to rule the nation, should first learn to rule the province. He who wishes to rule the province should first learn to rule the city. He who wishes to rule the city should first learn to rule the town. He who wishes to rule the town should first learn to rule the community. He who wishes to rule the community should first learn to rule his family, and he who wishes to rule his family, should first learn to rule himself. Good morning saints.

Issues. Many of us know the story of the woman with the issue of blood, who suffered twelve long years, and spent all she had on physicians who could not heal her until she met Jesus.

The context and circumstances under which this woman lived is better understood when reading Lev. 15:25, in particular, "if a woman has a discharge of blood for many days, other than at the time of her customary impurity, or if it runs beyond her usual time of impurity, all the days of her unclean discharge shall be as the days of her customary impurity. She shall be unclean. " Hence, in terms of the law the woman with the issue of blood, would have been considered" "unclean", that is, until she encountered Jesus.

We all have or had "issues", and there are times when our actions and/or words make us feel unclean. We don’t have to live for twelve long years or more in this state, when we can do as the woman with the issue of blood did. Push through your obstacles, hindrances and feelings of condemnation and come to Jesus. Good morning saints.

2.2. C.40 SA Building Energy Efficient Programme
Mr. Speaker, placing the debate on climate change aside, from time immemorial, mankind has been searching out energy efficient programmes, whether that be inventing the wheel, combustion engines, steam driven to petrol/diesel driven engines, and now electric engines.
The progress in energy efficiencies is ongoing, and as in the nature of man, we in Ethekwini should continue to support these initiatives.
A reminder to all my colleagues in this Council, we should continue to scrutinize, research and question programmes from the so called intelligencia of society, because even scientists and statisticians lie or get the facts wrong.
The ACDP supports this recommendation.
2.4. Approval of the Durban Investment Promotion Strategy.
Mr. Speaker, bringing investment into our city or country is not the sole prerogative of National or Provincial Government.
The ACDP is aware of the great need to increase investment, both local and foreign, in our city. At a time when investor confidence is sitting at an all time low, unemployment at its highest level since14 years ago, a double deficit on our national and current account, and SA being downgraded to junk status by two rating agencies, investment into our city is needed now more than ever before.
In supporting this recommendation, the ACDP hopes that those tasked with bringing in investment into our city will not be recalled as happened to our previous Finance Minister.
3.3. Support for Sponsorship for Nature, Wildlife Congress
Mr. Speaker, while understanding that we are custodians of the natural resources given to us, it must be noted that there are processes that have been put in place to ensure that this happens efficiently and transparently.
This Nature, Wildlife and Film Makers Congress took place from 10-14 July 2017, without the permission of this Council. Furthermore, the financial implications of R500 000 to pay service providers, was taken without the members of this Council being given the right to exercise their fiduciary responsibility.
To add insult to injury, Mr. Speaker, we are now being asked to approve this expenditure, after the fact, and without a vote or FC number.
The ACDP cannot support this recommendations and calls on legal to advise as to whether this recommendation, which has financial implications can be passed without a vote or FC (Financial Certificate) number.
3.4. Proposed Agro-Ecological Summit
Mr. Speaker, noting that food security within our country and city must be prioritized, the ACDP recognizes that there is everything right with this recommendation, that was wrong with the previous one on the Nature, Wildlife and Film Makers Congress.
It is submitted to us timeously. We are able to apply our minds to it and most importantly, because it has financial implications a FC number is provided.
The ACDP supports this recommendation.

1.2 Hosting of the World Hospital Congress.

Mr. Speaker, the ACDP acknowledges, as a given, that there are many challenges in our public hospitals. Hardly a day goes by without one hearing of some gross negligence in one of our public hospitals.

It is in this light, that the hosting of the World Hospital Congress at the Inkosi Albert Luthuli International Convention Centre, serves as a positive intervention to bring senior leaders and management within the health and hospital sector together, in order to share experiences on strategic and operational approaches to improve hospital and health sector performance, thus enhancing positive health outcomes.

This is, and must be the primary objective, while other economic and tourist benefits, certainly fall into second place.

The ACDP supports this recommendation.

1.2 Provincial and National Golden Games

Mr. Speaker, the ACDP most certainly supports initiatives which seek to integrate our senior citizens into mainstream society and those which encourage them to lead active and healthy lifestyles.

This flies in the face of those who would call for the termination of our infirm, sickly senior citizens through the process of medically assisted suicides or euthanasia.

On the matter of finances, the ACDP calls for the correction of the financial details in the recommendation, as these figures cater for ten Councillors and not the six approved by Exco. In addition, Mr Speaker, the ACDP questions whether a recommendation with financial implications can be competent in the absence of a vote number.

5. Intergrated Development Plan ( IDP)

Mr. Speaker, while this item is for noting, the ACDP wishes to raise a concern with regard to the rating of our IDP in comparison to the other 60 Minicipalities in KZN.

When one looks at the credibility scores over the past nine financial years, we note that in the last three financial years EThekwini has produced the lowest ratings of 76, 75 and 79% respectively.

Mr. Speaker, if the IDP drives our budget and the budget is a function of our IDP, then the IDP needs to be as close to 100% credible as possible, because the lack of credibility will lead increased deficits, over or under spending and possible non compliances with the MFMA and SCM Acts.

Can the Municipal Manager inform this Council, why our IDP credibility ratings have dropped.

While I agree that we need to pray for rain and for the "drought" to end, I believe there is an even greater threat to our scarce water resources in SA, namely, the lack of water infrastructure maintenance, burst and leaking pipes left unattended and the theft of water.

What we also need to know is that nationally, the agricultural sector uses up to 60% of our water, the industrial sector, 29% and the energy sector, 2%. This leaves about 9% for domestic use.

In Ethekwini we lose almost 40% of our water purchased, due to poor maintenance, burst, leaking pipes and theft, at a cost of some R500 000 000.00 p.a to the ratepayer. When the rains do come, and if we have not addressed the above, it will be pouring good water into broken water cisterns.

ROW OVER HLAUDI’S LEGEND AWARD

The ACDP notes with interest and concern, the row that has erupted between Ethekwini parks, recreation and culture head Thembinkosi Ngcobo and City Manager, Sbu Sithole over the awarding to controversial SABC chief, Hlaudi Motsoeneng, a “city legend” award at a glittering function two weeks ago.

Central to this row is one of process. It appears that the Ethekwini DCM, did not follow due communication process in informing his principals about the granting of the award to Motsoeneng. Secondly, due process was not followed in that awards at these functions are given to people who are from Ethekwini and who have impacted the city in some way. Finally, the ACDP wonders whether due financial process was followed in hosting this "glittering" award function.

At a time when millions of our residents are struggling to make ends meet, when millions battle the effects of poverty, unemployment and inequality, the question that begs to be answered is, can it be deemed appropriate to award controversial figures of society, City Legend Awards? The ACDP says, "emphatically no."

The ACDP in Ethekwini is appalled at the security breach of the Ethekwini eServices system.

The system which went live on Wednesday had security flaws that were picked up almost immediately. All user’s personal information, which includes, ID numbers, email addresses, phone numbers and passwords could be obtained by almost anyone, because there was no online encryption security on the website.

The ACDP believes that this security blunder, which left ratepayers private information exposed, is an indication of the absence of some basic ICT 101 skills.

This security breach should never have happened. We cannot allow the private details of Ethekwini residents to be exposed in this way without someone taking accountability for it.

The ACDP will call on the Executive Council in Ethekwini to investigate and report on how and why this security blunder was allowed to happen in the first instance.

The ACDP leaders in Atlantis, Western Cape, planned a breakfast with Pastors and community leaders from the area on Saturday, 9 July 2016. My flight was delayed by 3 hrs due to heavy fog over Cape Town airport. These leaders waited 3 hrs to hear me speak on the ACDP. Grateful for this calibre of leaders in SA.
